NOTICE TO BIDDERSOWNER The Common Council of the City of Oak Creek hereby gives notice that sealed proposals will be received in the City Clerk's office at 8040 S. 6th Street, Oak Creek, Wisconsin, 53154. PROJECT The work, officially known as Project No. 22003, 2025 Road Improvement Projects, consists of constructing the following approximate quantities: Removing Asphaltic Surface Milling - 6055 SY Removing Pavement Partial Depth - 2596 SY Removing Sidewalk - 592 SY Excavation Common - 700 CY Base Aggregate Dense 3/4-Inch - 117 TON Base Aggregate Dense 1 1/4-Inch - 1244 TON Removing Pavement for Base Patching - 700 CY Base Patching Asphaltic - 935 TON Base Patching Concrete - 200 CY Tack Coat - 955 GAL HMA Pavement 3 LT 58-28 S - 182 TON HMA Pavement 4 LT 58-28 S - 753 TON HMA Pavement 5 LT 58-28 S - 146 TON HMA Pavement 5 LT 58-28 H - 1010 TON Concrete Curb and Gutter 30-Inch - 1500 LF Concrete Sidewalk 5-Inch - 5325 SF Detectable Warning Field - 500 SF Adjusting Water Valves - 15 EACH Adjusting Sanitary Manholes - 15 EACH Adjusting Storm Manholes - 32 EACH Adjusting Inlet Covers - 40 EACH Silt Fence - 1350 LF Inlet Protection Type D - 40 EACH Marking Line Epoxy 4-Inch - 40040 LF Marking Railroad Crossing Epoxy - 1 EACH Marking Stop Line Epoxy 12-Inch - 29 LF Marking Crosswalk Epoxy Block Style 24-Inch - 1285 LF Locating No-Passing Zones - 2.41 MI Sawing Asphalt - 15215 LF Sawing Concrete - 2958 LF Traffic Control - 7 EACH Restoration Type A - 500 SY Restoration Type B - 1000 SY Microsurfacing - 27831 SY Undercut, Undistributed - 250 TON TIME Proposals must be received by the City Clerk no later than 10 a.m., April 17, 2025, at which time and place the proposals will be publicly opened and read aloud. CONTRACT DOCUMENTS Bidding documents may be obtained at www.questcdn.com. Please contact them at 952-233- 1632 or info@questcdn.com for assistance in membership registration, downloading, and working with this digital project information starting no earlier than April 2, 2025. Prospective bidders may download the digital documents for $22.00 by inputting Quest project number 9614385 on the QuestCDN website's projects search page. The contact information is also found on the City's website: www.oakcreekwi.org by following "I want to....Public Contracts" link. All bidders shall bid in accordance with, and shall bid upon, the Bid Proposal forms contained in the bidding documents. STATUTORY PROVISIONS The Contract letting shall be subject to the provisions of Section 62.15, 66.0901, and 779.16 Wisconsin Statutes. The minimum wage scale to be paid on this project shall be in accordance with the prevailing minimum wage as determined by federal or state law, whichever applies, and such wage is incorporated by reference, as it may be amended from time to time. If the United States Department of Housing and Urban Development or State of Wisconsin, Department of Workforce Development has issued a wage rate determination, then it shall apply. BID GUARANTEE A certified check or bank draft payable to the City of Oak Creek, or a satisfactory bid bond, in an amount not less than 5% of the bid shall accompany each bid as a guarantee that if the bid is accepted, the bidder will execute and file the proposed contract and bond within 10 days after the award of the contract. In case the bidder fails to file such contract and bond within the time set by the City, the check or bid bond shall be forfeited to the City as liquidated damages pursuant to SS.62.15(3). EQUAL OPPORTUNITY The City of Oak Creek hereby notifies all bidders that it will affirmatively insure that in any contract entered into pursuant to this advertisement, minority business enterprises will be afforded full opportunity to submit bids in response to this invitation and will not be discriminated against on the ground of race, color, sex, or national origin in consideration for an award. BID REJECTION The Common Council reserves the right to reject any and all bids, waive any informalities in bidding, or to accept the bid or bids, which best serves the interest of the City of Oak Creek. BID WITHDRAWAL No bid shall be withdrawn for a period of 30 days after the scheduled opening of the bids without the consent of the Common Council. BIDDING DOCUMENTS AVAILABILITY Specifications and bidding documents shall be available for download beginning April 2, 2025.
