Plans & Specifications can be viewed & purchased online in the A/E Graphics Public Jobs Plan room at matc.aegraphics.com or follow the Online Plan room link on the home page. Plans and Specifications can be viewed at no cost. Downloads of the digital files can be purchased online with a credit card and orders for hard copy prints may be purchased online with a credit card or A/E Graphics account. A mandatory tour of the project site will be conducted on Thursday, March 26, 2026, starting at 10:30 a.m. at Oak Creek Campus, 6665 S. Howell Ave., Oak Creek, WI 53154-1107. Prior to the tour, meet at ECAM Building Entrance #7. See Instructions to Bidders for details.

*For the purposes of this Project Manual, the "Board" shall refer to the Milwaukee Area Technical College District Board or designated employees of the District Board pursuant to MATC Policies A0202-1 and A0202-2.
Bids and bonds must be on blank forms provided for that purpose within the Bid Documents, and the amount of the bid shall be stated in writing and in figures. Bids and bonds must be uploaded to the A/E Graphics Public Jobs Plan Room for this project.
Bid shall include a copy of the Certified or Bank Cashier's Check or Bid Bond. Bidder must be prepared to provide a hard copy of the Certified or Bank Cashier's Check or Bid Bond to MATC within 48 hours of notification that they are the low bidder or as requested by MATC. Bids must be guaranteed and can be withdrawn for a period of ten days following the date of opening.
The following forms must accompany each bid: "Disclosure of Ownership" (if applicable), "Affidavit of Noncollusion". Blank forms for that purpose are provided with the bid package.
A goal of 20% for the participation of Historically Underutilized Businesses (HUB) is included in the specifications and is strongly recommended. The successful bidder will be required to provide a list of HUB firms participating in the work as part of the post bid submittal to MATC. See HUB Participation Guidelines and Instructions to Bidders.
The apprenticeship requirements for this project are as follows: Apprentices are mandatory from the following four (4) trades: General Laborer; Electrician; Operating Engineers, and Concrete Finishers. The successful bidder will be required to provide a list of Apprentice Categories from those listed above which will be utilized during this period. This list must be provided as part of the post bid submittal to MATC. See Apprenticeship Participation Requirement Guidelines and Instructions to Bidders.

The Board reserves the right to reject any and all bids, waive informalities, or accept any bid, which it may deem to be in the best interest of the Board.
